All children who had been looked after for at least 13 weeks which began after they reached the age of 14 and ended after they reached the age of 16.
Numbers have been rounded to the nearest 10.
Figures exclude children who were looked after under an agreed series of short term placements, those who have died since leaving care, and those who have returned home to parents or someone with parental responsibility for a continuous period of at least 6 months.
The care leavers cohort changed for 2014 along with the addition of collecting data for 20 and 21 year olds. Prior to 2014, data was collected for 19 year olds only who were looked after aged 16. Due to the change of cohort, data for 2014 should be treated with caution.

Data excludes planned series of short term placements. A child may cease to be looked after more than once during the year and will be counted once for each episode of care ending. From 2002-2009 the data are as at 31 March. From 2010 the data are as at 31 July of each year.
Data are from the "Other" category within the data source.
Prior to 2008, the data includes some estimates and some "not known"s where local authorities were not able to provide information.
Prior to 2007, any children in the "Former foster carers" category were included in "Other".
In 2001 to 2004 children with unknown destinations were allocated to a group rather than being presented as 'unknown'.
